Implementation of Government's Decision on the recommendation of the V Central
Pay Commission Grant of fixed medical allowance @ Rs. 100/-pm. to the Central
Government pensioners residing in area not covered under CGHS.
The undersigned is
directed to refer to this Department's OM No. 45/22/97-P&PW(C) dated
19.12.1997 and subsequent clarifications issued on the above subject. In
accordance with these orders, Central Government pensioners/family pensioners
residing in areas not covered by C.G.H.S. or corresponding health schemes
administered by other Ministries/Departments for their retired employees are
eligible for a fixed medical allowance of Rs. 100/- pm. for meeting expenditure
on day to day medical expenses that do not require hospitalisation. The question
has now arisen as to whether the migrant Central Government pensioners from the
Kashmir Valley. who have been provided with a special dispensation of drawing
their pension outside the valley in relaxation of the existing rules, would be
eligible for the fixed medical allowance if they are drawing their pension from
a CGHS covered areas.

The matter has been considered by the Government. The migrant pensioners
form Kashmir Valley are drawing their pension at Delhi as temporary measure. As
part of this temporary arrangement, they should have the option to either avail
CGHS. facilities or draw fixed medical allowance of Rs. 100/-pm. In case they
wish to opt for CGHS facilities they would be required to pay the prescribed
contribution. In case, however, they do not want to avails of CGHS facilities,
they will be eligible for the fixed medical allowance of RS. 100/-pm.

The pension payment authority would obtain an undertaking from such
pensioners who are not willing to avail of CGHS facilities, and pay monthly
fixed medical allowance of Rs. 100/- pm.
